Student Loan Payment Calculation
Must include all student loans in the borrower’s liabilities, regardless of the payment type or status of payments.

Calculation of monthly obligation, regardless of the payment status, must use either:
the greater of:
• 1 percent of the outstanding balance on the loan; or
• the monthly payment reported on the borrower’s credit report; or

the actual documented payment, provided the payment will fully amortize the loan over its term.
Additional documentation required if the payment used for the monthly obligation is:
• less than 1 percent of the outstanding balance reported on the borrower’s credit report;and
• less than the monthly payment reported on the borrower’s credit report.
Provide written documentation of the actual monthly payment, the payment status, and evidence of the outstanding balance and terms from the creditor.

Kentucky FHA Loan Requirements

The requirements for Kentucky FHA loans are set by HUD.

  • Borrowers must have a steady employment history of the last two years within the same industry or line of work. Recent college graduates can use their transcripts to supplant the 2 year work history rule as long as it makes sense.
  • Self-Employed will need a 2 year history of tax returns filed with IRS. They will take a 2 year average.
  • FHA requires a 3.5% down payment. Can be gifted from family member or from retirement savings plan, or money saved-up. Any type of cash deposits are not allowed for down payments. No exceptions to this rule!! This is one of the biggest issues I see in FHA underwriting nowadays.
  •  FHA loans are  for primary residence occupancy. Not rental houses.
  • Borrowers must have a property appraisal from a FHA-approved appraiser.
  • Borrowers’ front-end ratio (mortgage payment plus HOA fees, property taxes, mortgage insurance, homeowners insurance) needs to be less than 31 percent of their gross income, typically. You may be able to get approved with as high a percentage as 43 percent. If the Automated Underwriting System gives you an Approved Eligible you can go higher on the debt ratios
  • Borrowers must have a minimum credit score of 580 for maximum financing with a 3.5% down payment
  • Borrowers must have a minimum credit score of 500-579 for maximum LTV of 90 percent with a minimum down payment of 10 percent. Most lenders will not go below 620 score, and very few lenders will go to 580 score. It’s best to work on getting your scores up before you apply or work with a loan officer to improve them.
  • 2 years removed from Chapter 7 is required with good pay history after bankruptcy
  • 1 year removed from Chapter 13 is okay with an excellent pay history with the Chapter 13 plan and permission from trustee. You will need to qualify with the Chapter 13 payment along with new house payment. Again, scores will play into your loan pre-approval.
  • Typically borrowers must be three years out of foreclosure and have re-established good credit. Exceptions can be made if there were extenuating circumstances and you’ve improved your credit. If you were unable to sell your home because you had to move to a new area, this does not qualify as an exception to the three-year foreclosure guideline.
  • Max FHA loan in Kentucky is between $275,000 to $299,000 depending on the county in Kentucky

HUD offers a substantial incentive in the form of a discount of 50% from the list price of the home. In return you must commit to live in the property for 36 months as your sole residence. When a law enforcement officer, teacher, firefighter, or emergency medical technician chooses to use an FHA- insured mortgage, the down payment is $100. Eligible Single Family homes located in revitalization areas are listed exclusively for sales through the Good Neighbor Next Door Sales program. GNND buyers can bid in lottery, exclusive, and extended phases, but can bid exclusively on insured single unit homes in revitalization areas in the lottery phase. GNND buyers are given preference over government agencies and nonprofits in the selection of a bid-winner in the lottery phase. Nonprofit organizations that want to obtain HUD approval to participate as a FHA mortgagor, purchase HUD homes at a discount, or administer a Secondary Financing/ Down payment Assistance Program must submit an email directly to their local Homeownership Center (HOC), Program Support Division, indicating that your organization would like to apply for approval to participate in FHA Nonprofit activities. FHA’s “First Look” Sales Program Neighborhood Stabilization Program
For Governmental Entities, Nonprofit Organizations, and Sub-recipients that have received a HUD-issued Name and Address Identification Number (NAID) are eligible to participate in the First Look Sales Method. The National First Look Program is a first-ever public-private partnership agreement between HUD and the National Community Stabilization Trust (Stabilization Trust). In collaboration with national servicers, Fannie Mae, and Freddie Mac, the First Look program is intended to give communities participating in HUD’s Neighborhood Stabilization Program (NSP)a brief exclusive opportunity to purchase bank-owned properties in certain neighborhoods so these homes can either be rehabilitated, rented, resold or demolished.Information will be available here soon.

Call it the U.S. Department of $100 Down Housing.
HUD like other federal agencies, are anxious to unload properties they hold, because they can be a financial drain.The U.S. Department of Housing and Urban Development (HUD) is offering its foreclosed homes for a mere $100 down from now until October 2012.

Of course you’ll have to qualify for a mortgage, you may have to pays some closing costs, the deal isn’t available everywhere and the condition of the homes is strictly “as-is.”

If you can handle those qualifiers, here’s the deal:

• You can only buy HUD homes. Go to the HUD Homes For Sale web page.

• You must use a HUD-registered real estate broker or agent.

• You must qualify for and use Federal Housing Administration (FHA) financing.

• You must plan to be an “owner-occupant,” buying the property to live in and not as an investment.

• The home’s purchase price must be no more than the appraised value of the property. If you bid a higher price you can pay the difference in cash, minus $100.

• The $100 down incentive must be on the executed contract. That means you have to specifically request the incentive. Your real estate agent should be aware of this provision.

• In some cases, HUD will also cover up to 3 percent of the closing costs.

• The $100 down payment program is eligible for the FHA 203(k) loans. The loans allow borrowers to use a portion of their purchase loan to repair and renovate run-down homes.

That’s a good thing because HUD homes are sold in an “as-is” condition — what you see is pretty much what you get. You could find a diamond in the rough or fool’s gold. HUD homes often include a property condition report, but that is not a warranty.

The property report can resemble a home inspection report, but HUD home buyers are always encouraged to get a home inspection to determine just what “as is” is.

KENTUCKY HUD REO PROPERTIES ELIGIBLE FOR THE $100 DOWN PAYMENT INCENTIVE

Effective immediately,  will now accept Kentucky HUD REO purchases where the property is eligible for the $100 down payment incentive when obtaining Kentucky  FHA 203(b) financing. Properties must be in as-in condition and UNOTU subject to any repair escrow requirements. These incentives are provided by HUD and may be changed or discontinued by HUD at any time. Submissions for use of the $100 down payment incentive must meet the following guidelines:

HUD SALES CONTRACT

  • The $100 down payment incentive is only available if it is on the executed sales contract or cover letter from HUD accompanying the HUD sales contract.

MAXIMUM LOAN TO VALUE

  • When using the $100 dollar down incentive the LTV will exceed the maximum 96.5%. The AUS will return an “ineligible” findings when ran through DU. Review the findings to ensure that the loan is only ineligible due to exceeding the max allowed LTV. Borrowers using this program may finance the cost of the Up Front MIP through their Kentucky FHA insured loan provided the total mortgage amount (base loan amount + Up Front MIP = Total loan amount) does not exceed 100% of the “as-is” appraised value. Approved borrowers are not eligible to finance prepaid expenses and/or financing/closing cost through their Kentucky FHA insured mortgage. (See HUHUD Mortgagee Letter 2011-19UH)
  • UExample scenario when sales price equals value:

Sales Price:                                       $100,000

Value:                                                 $100,000

Maximum total mortgage:           $100,000

Maximum base mortgage:           $99,010  ($100,000 value / 1.01 …..Assuming 1% UFMIP)

UFMIP:                                               $990.10   (only $990 of this gets financed since total loan is rounded down to nearest dollar)

Total loan amount:                          $100,000 ($99,010 base PLUS $990 whole dollar portion of UFMIP).

 

Required down payment:            $990          (Sales price minus base loan amount).
Required cash to close:    $     (down payment plus closing costs and prepaids [other than UFMIP] not paid by seller)

 

Example when Value exceeds sales price:

Value: $100,000

Sales price: $95,000

Maximum FHA loan amount can receive is calculated as follows:

($95,000 – $100 down payment= $94,900 + 1% UFMIP of $949 = $95,849. The upfront MIP is allowed in this example since the total loan amount will not exceed 100% of the appraised value.

 

MINIMUM CASH INVESTMENT

  • All loans require borrowers to make a $100 down payment. The standard FHA policy requiring that borrowers make a 3.5% investment is not required for the FHA $100 down payment incentive. Borrowers may not receive any cash back at closing. The seller (HUD) contributions stated on the HUD REO sales contract, if any, can only be used toward closing costs and prepaid expenses.

UOCCUPANCY

  • Owner occupied only. Non- occupying co-borrowers not permitted.

UNDERWRITING

  • All loans utilizing the $100 down incentive will be underwritten according to standard FHA and Platinum Mortgage, Inc guidelines. Loans must be run through Total Scorecard using DU. Total Scorecard should return an “ineligible” for mortgage amount calculation when using this program. Please review the DU findings to ensure that the loan is only ineligible due to the max mortgage amount and/or LTV.

CALCULATING MAXIMUM MORTGAGE AMOUNT FOR $100 DOWN INCENTIVE

  • To calculate the FHA maximum mortgage amount using the $100 down incentive, take the lesser of the sales price or appraised value minus the $100 down payment. This will be the new base loan amount. Calculate the Up Front MIP accordingly to determine total loan amount which cannot exceed 100% of the appraised value.
